Why This Law Exists

Local optimization can make individual components appear stronger while the enterprise becomes slower, more expensive, riskier, or harder for customers and employees to navigate. Integration creates the common architecture within which optimization becomes meaningful.

Executive Standard

Connect the system before optimizing its parts. Align strategy, governance, value streams, decision rights, performance measures, capabilities, technology, risk, customer outcomes, and resource allocation.

Required Leadership Behaviors

  • Evaluate significant changes through an enterprise-system lens.
  • Make dependencies and tradeoffs visible before approving local optimization.
  • Use one operating model and common definitions across executive forums.
  • Standardize what must be consistent and adapt what must differ.

Evidence of Maturity

  • Strategic priorities translate into shared operating commitments.
  • Cross-functional dependencies are explicitly governed.
  • Technology and process investments connect to enterprise outcomes.
  • Functional success is evaluated by whether it strengthens the whole.

Failure Signals

Competing priorities, duplicated technology, conflicting metrics, local savings that increase total cost, and functional decisions that create downstream customer or risk problems.

Executive Reflection

Are we optimizing the enterprise — or making individual components perform better while remaining disconnected?
