Why This Law Exists

Governance should create confidence at speed, not confidence through delay. Meetings, approvals, and committees are not governance unless they produce clear decisions, ownership, resources, action, verification, and learning.

Executive Standard

Put the right decision in the right forum, with the right evidence, the right authority, one accountable owner, and a defined path to execution and outcome verification.

Required Leadership Behaviors

  • Clarify decision rights and escalation thresholds before issues become urgent.
  • Maintain one governed record of material enterprise decisions.
  • Require decisions to identify owners, actions, resources, risks, measures, and review dates.
  • Close decisions only when outcomes or accepted residual risk are verified.

Evidence of Maturity

  • Material decisions are findable, understandable, owned, and reviewable.
  • Executive forums spend time deciding, resolving, and allocating — not merely exchanging updates.
  • Decision cycle time improves without loss of control.
  • Governance actions can be traced through execution to verified outcomes.

Failure Signals

Meetings without decisions; serial approvals; unclear authority; repeated escalation; decisions announced but not executed; material choices disappear into email or presentation history.

Executive Reflection

Is governance helping the enterprise decide and execute faster with appropriate control — or simply slowing it down?
