Why This Law Exists

A go-live, reorganization, new platform, project completion, or announcement does not prove transformation. The real test is whether the future operating model works under normal conditions and whether capability remains after extraordinary project attention declines.

Executive Standard

Govern transformation through readiness, design, mobilization, execution, evidence, value realization, scaling, institutionalization, and renewal. Protect the intended outcome more than the original plan.

Required Leadership Behaviors

  • Advance transformation through evidence rather than optimism or calendar milestones.
  • Build capability before removing the capacity supporting current performance.
  • Scale only what has been proven under real operating conditions.
  • Convert lessons into standards, governance, capability, and future readiness.
